    Lyons promoted posthumously to lieutenant

    @ WORCESTER-- Firefighter James F. Lyons, one of six firefighters who perished in the Dec. 3 fire at Worcester Cold Storage and Warehouse Co., will be promoted posthumously to lieutenant today.
    The ceremony, with City Manager Thomas R. Hoover and Fire Chief Dennis L. Budd, will be at 1 p.m. at City Hall. Also being promoted today are Lt. Hampton S. Perkins to captain and Firefighter John L. Carlson to lieutenant.
    Firefighter Lyons' name was high on the ********* list and he would have been promoted today, according to District Chief Walter C. Giard. The ********* list is established through Civil Service rules and is based on a grade on a competitive exam and on experience, he said.
    The ********* is not being made only because of Firefighter Lyon's death in December, District Chief Giard said. Still, District Chief Giard said, it is the only posthumous ********* he can remember in his 27 years with the department.
    Firefighter Lyons, 34, joined the Fire Department in 1987. He joined the state police in 1992 and returned to the Fire Department in 1997.
