    World Trade Center Flag Raised Above City Hall

    An American flag raised by firefighters at ground zero and by U.S. sailors in waters near Afghanistan was hoisted above City Hall on Monday in a solemn, wordless ceremony.

    City officials and Navy brass stood at attention as an honor guard of police officers and firefighters lifted the Stars and Stripes and bagpipers played "America the Beautiful."

    Firefighters Dan McWilliams, George Johnson and Billy Eisengrein had raised the flag above the smoldering World Trade Center rubble on Sept. 11. A photograph of the event has come to be seen as an icon of America's response to the terrorist attacks.

    Still reeking of smoke, the flag was given to the USS Theodore Roosevelt in October as the aircraft carrier steamed toward Afghanistan. It flew on six other military ships before sailors returned it to the city last week.

    "The flag has special meaning," Fire Commissioner Nicholas Scoppetta said before the ceremony. "It seemed to represent an indomitable spirit, a coming back from those attacks."

    As the ceremony ended, Scoppetta, Mayor Michael Bloomberg and Police Commissioner Ray Kelly watched the flag for a moment before they turned and walked inside City Hall.

    McWilliams, Johnson and Eisengrein stood in places of honor during the flag-raising. Eisengrein declined after the event to comment at length on his role.

    "It was just three New York City firefighters who raised the flag," he said.

    The flag will fly over City Hall for a week, and then probably will circulate among city police stations and firehouses in a case crafted by the Navy, said Michael Handy, director of the mayor's Office of Veterans Affairs.
