    New Yorkers turned out last night to demand a Ground Zero memorial that honors the courage of emergency service workers killed saving lives and remembers those whose remains were never recovered.

    The first public hearing on a future memorial drew outrage that the Lower Manhattan Development Corp.'s mission statement does not call for a separate shrine to honor those police, firefighters and paramedics lost.

    Bill McLaughlan of the Bronx said it would be a mistake not to reserve a space to acknowledge the "heroic efforts put forth by cops, firefighters and emergency services personnel."

    John Finucane, a retired firefighter, blasted the LMDC for setting the guidelines for a memorial before the first public hearing.

    "It's wrong for them to have already set it up the way they want it," he said. "Please take into account the police officers and the firefighters and all their loved ones. Please let's not forget our heroes."

    Last night's forum drew more than 500 people to Pace University in lower Manhattan and another 75 who participated through a television simulcast in the other boroughs and on Long Island.

    The meeting came less than a week after the LMDC released draft guidelines that will be used for a memorial competition.

    The document, made up of a mission statement explaining what the memorial should express and a program for certain elements of the tribute, was written by closed-door committees over the last two months.

    It remains vague about specifics and leaves open the location of the memorial and the amount of space it will take up on the 16-acre site.

    Memorial competition guidelines are expected to be set by March, and a design for the memorial is to be selected by Sept. 11.
